The cabinet has approved proposals to convert two financial ordinances related to the supplementary budget for the 2024–25 fiscal year and the main budget for the 2025–26 fiscal year into law.
The decision was taken during the third cabinet meeting held Tuesday (March 17) at the Secretariat, chaired by Tarique Rahman, the Prime Minister of Bangladesh.
After the meeting, Cabinet Secretary Nasimul Ghani briefed journalists about the approval.
He said the cabinet approved a proposal to turn the “Appropriation (Supplementary) Ordinance, 2025” into law, which relates to the supplementary budget for the 2024–25 fiscal year.
Under Article 91 of the Constitution, if the approved expenditure in a fiscal year becomes insufficient or exceeds the allocated limit, a supplementary financial statement must be presented in the national parliament. However, since the parliament had been dissolved, it was not possible to present the statement at the scheduled time.
Nasimul Ghani explained that under Article 93 of the Constitution, the interim government issued the ordinance to address the situation, and the cabinet has now given final approval to convert it into law.
He further said the cabinet also approved a proposal to convert the “Appropriation Ordinance, 2025,” related to the 2025–26 fiscal year budget, into law.
According to Article 87 of the Constitution, the annual financial statement of income and expenditure must be presented in parliament every fiscal year. But due to the absence of parliament, that process could not be completed. As a result, the ordinance was issued under Article 93, which is now being formalized into law.
